SELECTBOARD MEETING MINUTES
Tuesday April 20, 2010

6:00 PM

ATTENDANCE: David King, Dale Chadbourne, Todd McPhee, Rita Sturtevant & Lloyd Coombs

PLEDGE OF ALLEGIANCE: Prior to the beginning of the regular Selectboard Meeting, the Administrator, Lynette Eastman, led the audience in the Pledge of Allegiance to the flag of our country.

PREVIOUS MEETING’S MINUTES: It was moved, seconded and voted unanimously to approve the minutes of the April 5, 2010 Selectboard meeting.

SELECTMEN’S COMMENTS: Todd reported that two out of the three street lights in the Mountain Rd/Grange Hall area are not working. He also has replacement bulbs for the clock tower lights. He has a guy lined up to have safety belt training next week. (This is for the purpose of maintaining the clock) The jail will be out of money by the end of May. Dale asked if all the recreation committee signs, kiddie pools, games & BBQ grill that are down cellar are any good. The e-waste can be recycled at Goodwill. Lloyd said that he would go downstairs after the meeting and look at the items in question.

PUBLIC COMMENTS: Geoff asked if the Selectpeople were going to thank the volunteers. Maybe write something and tuck it in the town reports for town meeting. Dale said that they could give verbal thanks at town meeting.

Sarah Hunter, Meals on Wheels coordinator for Spectrum Generations, wants to put out the word about the Meals on Wheels program. Right now they are serving only two people in Woolwich. She asked the board for suggestions of how to get the information out, who she should contact. It was recommended that she contact David Hayward, Roger Baffer, Diane Longley and Steve Perrine. Sarah says that the program is for anyone at least 60 years old and homebound or people under 60 if they are disabled and do very little driving.

ROAD COMMISSIONER’S REPORT: Jack reviewed MDOT’s Notice of Layout and Taking and determined that it’s a temporary taking during construction in the Chopps Creek area of State Route 128 (River Road). Jack had conversed with David Allen, Traffic Engineer for MDOT about putting up a stop sign on the Walker Road/Gray Corner Rd intersection. Mr. Allen said a stop sign should be a last resort. David King asked if a line could be painted around the corner. Geoff, Jack and Jason met with FEMA about getting reimbursement money for storm damage.

FIRE CHIEF’S REPORT: Geoff reported that he would be meeting with FEMA again on Wednesday the 21st of April to submit all the paperwork for the disaster relief. David asked Geoff where the old Fire Chief’s car was. Geoff said that it is at his house. David said to let him know when he’s ready to get rid of it and we will put it out to bid or sell it otherwise. There were three calls since the last meeting, one ATV rollover in Wiscasset, a smoke check and a smoke alarm. All is going well.

CODE ENFORCEMENT OFFICER’S REPORT: Bruce reported that it’s been a routine couple of weeks. Dale asked him if he had any more information on the Hall Road trash incident and the illegal discharge of gray water in the same area. He called DEP and they said that there had been no follow-up on the illegal discharge. The offenders said that they stopped using their washing machine but had not disconnected it. Bruce said that there is a lot of refuse in the ditch that should be cleaned up. The tandem axel by the bike shop is also still there. Bruce feels that it should be cleaned up and then monitored. David said that it is private land, why should the town clean it up. The cost of the clean up would have to be billed back to the land owner. Bruce will see if there is any help to be had from DEP. Regarding the Sub-surface waste water grant application; the benefactor has provided the documentation needed to apply.

Regarding the failing leach field at Montsweag Road House; Bruce has an appointment with DHHS Health Engineering on Thursday April 22
nd. Bruce was asked if he was aware that a house has been torn down on George Wright Road and whether it is a buildable lot or not. He is aware of it but doesn’t know right off hand if it is a buildable lot. If it is a grandfathered lot, they can build within the footprint of what was there. They do need a permit to build. Lloyd asked Bruce about the report in the newspaper regarding the new building code requirement. Bruce says that it is a very involved process and the State of Maine has no money to fund the mandate. Homes will not be required to have sprinkler systems. This is a very encompassing code and in order for Building Inspectors/Code Enforcement Officers to be able to interpret plans themselves, it will take a lot of schooling. Jason asked the Selectboard if the Planning Board should wait with regards to this mandate. It is the consensus of the board to wait.

OLD BUSINESS:
a. Other: Committee Appointments - It was moved, seconded and voted unanimously to appoint Michael Stacy, Jr. (6/30/2012), Todd Hibl (6/30/2011) William Flood (6/30/2012) to the Conservation Commission, and to move Patrice Hennin from an alternate to a regular member (6/30/2013) of the Conservation Commission. It was also moved, seconded and voted unanimously to appoint Clark Granger to the Shellfish Committee (6/30/2013).


NEW BUSINESS:
a. Bath Water District Update: Mike Sinton, BWD Trustee, updated the Selectboard with regards to BWD happenings. He mentioned that the bridge by the dam is getting a little unstable but is not in the jurisdiction of the BWD with regards to fixing it. BWD is doing some forest management around the lake. The results are two-fold. The woods are getting cleaned up and they are developing the access roads. The public will be able to use the access roads for recreation such as hiking. Mike said that BWD is having budget constraints like a lot of entities but their long range plans such as fixing the dam and to have a water treatment plant are still on target. The work that was done on erosion sites is staying stable. They would like to upgrade the fish ladder. BWD would like to have a meeting with the Woolwich Fish Commissioners. They would like to check to see if there are any public funds/grants to fix the fish ladder.

Mike reported that March 14
th was the official day of “ice out” on Nequasset Lake. This is earlier than it has ever been. Lake data is available to the public. You can call or email Mike Sinton. Phone - 442-7753/no email address available in my records.

b.
Abatement Application: It was moved, seconded and voted unanimously to approve abatement in the amount of $76,000.00 assessed value ($885.89 taxes) on property located at Map R09 lot 27B.

c.
Sign Town Meeting Warrant: It was moved, seconded and voted unanimously to sign the Warrant for Town Meeting. Town Meeting will be held on Wednesday May 5, 2010 at 6:00PM in the Woolwich Central School gymnasium.

d.
Other: It was moved, seconded and voted unanimously to sign an agreement with MDOT regarding work to be done in the Chopps Creek area of River Road (Route 128).

The Administrator is in receipt of two proposals from Eastern Fire Services Inc, regarding maintenance/repair/replacement of components of the sprinkler system. It is the consensus of the board to hold onto the proposals for future use if money is approved at town meeting. It was thought that the Fire Dept no longer required the use of the large compressor in the basement. So it was assumed that the sole purpose of the compressor was to keep pressure in the lines of the sprinkler system. Geoff stated that the Fire Department needed the large compressor to pump up the truck tires. He will assign someone to do the maintenance on the compressor.

Alewife agreement – the Selectpeople signed the agreement with Herb Lilly for the taking of alewives. They didn’t have to vote on this as the authority is given at Town Meeting each year.

Personnel evaluation forms were given to the Selectpeople. David would like to have the completed forms returned to him by the 17
th of May.

It was moved and seconded to have an ad put in the Wiscasset Newspaper, thanking the people who volunteer in various capacities for the town. The price is not to exceed $100.00. Dave questioned this because two weeks earlier the board voted down a motion to go in on an ad in the Wiscasset Newspaper for only $58.00 for the same purpose. The Town receives a lot of service from the volunteers who serve on the various boards and committees. None of them are paid positions. The motion passed unanimously.
